| Breast and Cervical Cancer Screening and Treatment | Expand the IL Breast and Cervical Cancer Program (IBCCP) to provide breast and cervical cancer screenings and treatment to all uninsured women. | 305 ILCS 5/5-2 provides for IBCCP operation within the applicable provisions of the federal Breast and Cervical Cancer Prevention and Treatment Act of 2000. Federal law eligibility is capped at 250% FPL and women aged 18-64 are eligible for cervical coverage, while women age 40-64 are eligible for mammograms. (Governor did approve additional funding in FY07 to allow more eligible women to participate. This initiative could be carried out through an increase in the line item.) | $50 million |
| FamilyCare Expansion | Expand FamilyCare access to uninsured parents up to 400% FPL. | 215 ILCS 106/40 (Children's Health Insurance Program Act) provided the State with the authority to obtain a federal waiver to implement FamilyCare. The statute currently states that eligibility shall be set by rule at no less than 90% FPL. Current rule sets eligibility at 185% FPL. (HFS could expand coverage by administrative rule.) | $43 million |

| All Kids Expansion | Expand program to include children already in the program who have pre-existing conditions so that they may continue to access this program until the age of 21. | 215 ILCS 170/10 provides that children under the age of 19 are eligible for participation in the All Kids program. 215 ILCS 105- the Comprehensive Health Insurance Plan- could provide coverage to these individuals (possible without legislative changes) because CHIP does not place an age limit for eligilibity (only citizenship and legal status are required as conditions of eligibility). The Governor's proposal, however, states that premiums to children aged 19 through 21 will be subsidized. CHIP explicitly states that a person is NOT eligible for coverage if their premium is paid for or reimbursed under any government sponsored program, agency, or health care provider. | $15 million |
| Working Families Premium Assistance | Provide premium assistance to individuals and families up to 300% FPL and premium subsidies would be capped at $1,000/yr. | A rebate program currently exists for enrollees in the Kid Care and FamilyCare programs. Eligibility for these rebate programs is below 200% FPL for All Kids and 185% FPL for the FamilyCare program, which falls well below the Governor's proposed 300% FPL. Furthermore, the programs cap the rebate at $75 per person per month. This proposal would require legislative approval (Senate Amendment #9 to SB 5 contained similar provisions for the new Illinois Covered Rebate). | $155 million |
